[conquest] New Conquest server...

	It's for local people only.  To get in, just run
/opt/conqexp/bin/conquest, /opt/conqexp/bin/conqoper, etc, instead of the
usual ones.

	With this game, we can re-init, screw up stats, enable random
robot kills, create a thousand davep robots, change orbits, or whatever we
want.  That way we don't have to have these 'issues' in future games ;-)
